Humphrey Tonkin has at various times chaired the Council for International Exchange of Scholars (which is responsible for the senior Fulbright program), the Canadian Fulbright Commission, the American Forum for Global Education, and the International Partnership for Service-Learning.  He also served the Partnership as vice-president for evaluation and research.  He has published extensively on international education and on languages and is editor of the journal Language Problems and Language Planning, and the book series Studies in World Language Problems.  The World in the Curriculum, written with his wife Jane Edwards, is a guide to internationalizing the college curriculum. 

A native of Britain, with degrees from Cambridge and Harvard, he began his career as a teacher of English, rising to the rank of full professor at the University of Pennsylvania and publishing two books on the poetry of Edmund Spenser as well as numerous scholarly articles on English literature.  He has also served as visiting professor at Columbia University and has lectured at universities across the world.  His career as a university administrator includes five years as president of SUNY Potsdam and ten years as president of the University of Hartford, where he is now University Professor of the Humanities.  He has conducted research at Oxford University on a Guggenheim Fellowship, and at Yale University as a Visiting Fellow at the Whitney Humanities Center.  Recent publications include two edited volumes, Language in the 21^st Century and Service-Learning Across Cultures.
