Overview
The Carl D. Perkins Career and Technical Education Act of 2006 reflect the federal government’s investment of $1.1 Billion annually to support postsecondary institutions and local education agencies in the delivery of career technical education. These federal funds are allocated to State Boards of Career and Technical Education which in turn award the funds, pursuant to a federal formula, to eligible recipients. This webinar will help dissect the federal law. It will explain how the funds are allocated, what the local application process requires, what the accountability requirements are, and what are both the mandatory and permissive uses of these federal funds. Discussion will also focus on the broad array of administrative requirements, contained in the ACT, in EDGAR, and in OMB Circulars. Mr. Brustein will explain how colleges and school districts may lawfully use these federal funds to pay salaries of instructors who were previously paid from nonfederal funds. The federal Stabilization funds, which were recently awarded from the U.S. Education Department, may also be used to support activities under the Perkins Act.
This session will profile the various fiscal requirements in the Perkins lV statute, with a focus on flexibility under the non-supplant provisions, maintenance of effort, and matching. In addition, the session will discuss how the stimulus dollars under the ARRA can support CTE programs. The significant provisions under the OMB Circulars will also be discussed.

Who is the speaker?
